Many of us learn the hard way that men may be flattered if we make the first move, but in the long run it doesn't work. And often they get miffed. Most men want to be the ones to call the shots. They don't like being "bossed around" by women, so it's our job to be receptive so they'll know they won't be shot down if they do decide to say something.
Which sex has the advantage all depends on how you define it. Women live longer but are more likely to experience crippling poverty, etc. I'll never forget what Gavin DeBecker wrote in
The Gift of Fear: that men are afraid of being made fun of by women, and women are afraid of being killed by men. (Kids are often afraid of their fathers, too, though I think that's improving as men take parenting classes etc. these days.) It's complicated.
