It's because normal body temperature kills sperm, which is also why you shouldn't go in a hot tub if you're trying to have kids.
*****WRONG***** the biology is such that sperm have to be cooler to properly mature. I knew what YOU said since I was like 5 or 6, SERIOUSLY!(That it is as it is) The question is WHY it is as it is! To say it is that way because it is that way is certainly no answer.
Apparently they are still kind of debating about the idea of why testicles had to be outside, etc... There are several theories. I wondered why some mammals don't seem to have them outside. Apparently MANY don't! Hippos, elephants, and dolphins, whales, porpoises, etc... to name just a few. BTW, interestingly enough, they originally felt that those animals simply didn't need to have cooler testicles. NOW, they believe there is a difference in blood flow so that the blood is colder. So humans are like an old VW bug(air cooled), and elephants are like other cars, water(er blood) cooled.
