Do you get moody often? I've noticed that I'm a lot more moody lately. I tend to get more upset, sad, angry, and frustrated a lot more often than I used to. Is this normal for young women to get moody like this even when they're not on their period?

Moodiness can be caused by all sorts of things. Not just hormones. You may be depressed.

"Moodiness" or "the blues" can also be caused by adverse life circumstances / personal life challenges / academic challenges / job- or career-related stress / financial adversity etc. Are you experiencing any of this at this time ?

Or, as Yigeren pointed out, you could be depressed. If there is nothing adverse in your young life at this point, then it is may be advisable to contact your doctor to be evaluated for depression.
