No, but there was a referendum about inserting that language. That was when the other provinces made their (probably joking) counterthreat. The referendum failed, although the separatist Quebecois vowed to keep fighting...

Well, we have 50 states, DC, and a few territories that people tend to forget about. (The US Virgin Islands, Guam, American Samoa, Federated States of Micronesia, the Midway Islands, and Puerto Rico are part of the USA, but are not part of any state...)
You, know one day the US could make, the territories official states and it make it 57 states then.

That is one possibility, some would be more likely made into independent countries, others could be added to existing states, or groups could be combined into one state.
