If they take a Darwinian approach to their development. The attitudes now exist simply because they aid in survival and reproduction. People aren't exactly going to fawn on you for giving all your money to charity and helping a bunch of homeless people. They might give you a medal, but you're still not getting laid.
The fact is it's not about morality, or emotions. It's about what has the highest chance of survival. Whichever attitudes contribute most to reproduction and survival become the dominant predispositions in a society.
If you know how to get away with it, lying, cheating, manipulating, and immoral behavior in general acts as a great aid to both survival and reproduction. The problem is most people don't want to admit Darwin was right. They know it'll expose who they are, and why things are the way they've become.
Ironically, better behaviors will only come about when we acknowledge that these behaviors exist simply because they're beneficial to the individuals in question. Think about the glib charm of a sociopath, and the complete disregard for morality. Get laid a bunch of times with other men's wives, steal their money, and by Darwin you're doing great.
