I certainly think what is needed is a change in culture in our welfare state. There is too much focus on money and all of the anti-fraud measures taken (in a similair way to software piracy and DRM hurting legitimate customers) ultimatley hurt and exclude the vulnerable of society which is then contradictive to the aims and objectives of a welfare state.
The aspiration should be to make the best use of human potential not to leave people financially dependent or in positions were life is untenable. I would say the burden of proof with regards to how this situation costs society is in the increasing rise of people with AS in the UK prison population, the cost in providing mental health services, the cost of employing professionals and the use of land and facilities to provide this service.
Sadly we live in a society that seems to be perversly obsessed with saving money to pay for nuclear submarines, duck houses and civil servant pensions
