Talk to a lawyer. The residence may have kept thousands of dollars worth of allowance that they never gave you. The way I calculate it they might possibly owe you more than $21,000 worth of "allowance" that is really your money they held on to.
Actually I always wrote them a check, they never had access nor control of my checks. My mom made sure of that. I had to sign a paper when i moved in there reporting my income and how much I was to pay. trust me, I do not have to worry about that anymore.
