Well, I don't have social anxiety, and I can't do small talk, as I don't have anything to say.

Social anxiety is different to this.

I always say the wrong thing--when someone asks me how I am I launch into some complaint about how bad my day was, or my son's problems at school, or my troubles with my car, and then I start to realize that I wasn't supposed to say any of that. It's so hard to just say, "fine" "how are you?"

Social anxiety: no.
Difficulty with small talk: yes.
I'm socially impaired, not socially phobic.
