Relatives, neighbors, and best friends (non-work related) are not good references.

Relatives are a definite "no," close friends (say, from a charity involvement) are a decent reference if you have no other options.

Relatives are obligated (well, in social norms) to say nice things about you, making the reference meaningless.

Former co-workers are ok.

Former bosses are ok.

Neighbors... maybe.

Best friend... if no other option exists. Hopefully the friend is a professional, not a bum. If they are a respectable person, a friend is fine. Especially if you know them from university or a previous job...

Doctor... weird?

Brother? No.

I would job search myself before paying a headhunter. But, good luck.
