Is Theory of Mind a set of conventions?
I agree there are a lot of social conventions involved but alone they are what I consider "lazy" ToM. I got really put off with my original therapy for awhile because as I saw it, ToM usually went one way. I worked hard at putting myself in somebody else's shoes and it often stopped there. And I stalled there in frustration for a long time.
Those that have more than social conventions in their bag of ToM (body language skills, intuition, consideration) seem to have a more complete version to me, and I was relieved to find communication with those people goes both ways. Learning it turned out to be well worth the effort.
When foreigners come to a new country everything is new and overwhelming and that slows processing down, and communication can be an issue even when you are speaking the same language, so I can see how they might relate to autistics in those ways.

A lot of times foreigners are not familiar with the culture of another country, as a consequence, there is no measuring stick in which to judge you.
