This is a provision in Australia as well. If you have a diagnosis of Aspergers you are required to disclose this information when you register as a practicing psychologist (or psychiatrist) for the first time.
To get approval from the registration board you would first need to demonstrate that the diagnosis had not impeded your cognitive functionality (i.e. competency). This would be easy to demonstrate by your grades (to get registration you would have had to achieve fairly high grades).
Second your diagnosis would not risk the ethical boundaries in relation to how you intereact with clients. For instance there is no danger you would impose on clients using their personal details in order to make friends or in order they like you etc...
Third your diagnosis would not risk you saying something innapropriate. For example a male Aspie blurting out to a female client that he can't look at her because she is wearing a bright red low cut dress.
Fourth be unprofessional by turning up to see a client unshaven or not having a bath or not bothering to clean the office...
Usually the latter three can only be checked if you have a criminal record or your hospital/medical records show you have a history of unprovoked anger or instability in relation to social settings.
