The video shows the problem not only to be the sound of the collapsible baton but the movement the policeman makes in deploying it...

Depends on where you live.
Some states specifically address telescoping/expandable batons while others do not.

hmm i think in the UK carrying a weapon of any kind is illegal, im not sure if the police use batons, i find batons in general to be quite a nasty idea even when used by the police.
