It speaks in the sense of that they've decided that we can't actually talk, and so they can speak for all of us.

They're well intentioned jerks.

I'd say that they speak for us because they think we're to f#$@ed up in the brain to come to our own personal conclusions and voices, and so speak for us, lying a lot of the time in the process, and 99% on purpose.
