When I have said it to my husband, it is in a situation which he is obsessing over.
We are going to a family get together. We are running late. He is melting down because we are late. I say, "Nobody (at the get together) will care if we are 15 minutes late. It is a potluck/open house." This is true. Most reasonable people will not care in that situation.
The *nobody* in "Nobody cares" means for the vast majority of people the situation (x) or action (x) is not a big deal. It isn't that important in the scheme of things.
Now if someone is a fight, and you get *nobody cares* it could mean it was said to belittle you. Like nobody cares if you have misophonia, and chip crunching drives you mad. It's more like stop being a drama queen.
Nobody cares meaning really rides on how the phrase is said, and the context of the conversation. Depending on how and when it is said, it could mean you are fine, the concern is over nothing OR quit being a drama queen and get over yourself.
