People walking in front of you feels safe + it's less to think about if you're all going to the same destination (just follow them).

People walking behind you feels unsafe and you don't know who it is or what their motivation is. Further, you can't really turn around to check because you'll be face to face with the mystery 'stalker' (which also feels daunting/potentially unsafe).

It makes sense to me.
