I think the phrase is used when they believe (often subjectively or emotionally) that your behavior breaks a social rule or causes too much disruption (not being disruptive is a social rule). Basically saying society does not accept that behavior as okay or desirable. So, for instance, telling your teacher she/he is an idiot is "unacceptable" because students are supposed to show respect to teachers, even if they don't deserve it. Or yelling during prayer at church would be "unacceptable" because the social rule in most churches is that you must be silent unless you are the one praying out loud.
But yes, it is usually a phrase used by the person with more power/authority (teacher, parent, etc), which I guess sort of makes sense, since they are the one enforcing the social rules in that situation.
