I had a look for it because I couldn't believe that you don't have an AG. And I think I found it but I'm not sure. It's worth looking into at least.
Try the Regulations & Permits Administration - that appears to be the closest you have to an AG. I tried to go to the website but it appears to be down (that's why I said I'm not sure).
Failing that (post Ombudsman of course) take the matter up with the Governor himself - in writing with a full explanation.
And if that fails you can always take it to Washington - where there IS an AG!

The governor (white house here) owed the electric company over 500K!! !
I know this all just sounds unbelieveable, but it is the truth...
