1.) Get a violin, clarinet, trumpet, etc.
2.) Get the fore-mentioned louder wind chimes.
3. Buy one of those rattlers that are used for parties...see if they could be hung up to be blown in the wind
4.) Make a small pyramid of bottles, adjust them to have the wind blow in them. It may drive them crazy..who knows lol.
5.) If they party late at night, and are going to sleep in the next day, get up around 7-8am (considering using earplugs when u go to sleep) or way before they do, and watch t.v. loud as hell, turn some music on, and even intentionally raise the pitch of you laughter to make u sound more annoying.
6.) Every morning, blow up a really big balloon. Then, with ear plugs over your ears, slowly let all the air out of the balloon, letting it make that high-pitched sound. Tell your neighbors its a science experiment if they complain.

Wait...that last one I mentioned...I'm going to try that..as well as make that a sig' hehe.

It sounds like you are in a large enough apartment complex so that they have official rules about that kind of thing.

Unless you are a regular complainer to the owner/manager I would think that they would want to help.

I can sympathize. Noises bother me as well. Once I had a neighbor below my apartment that constantly played Cher on repeat in the evening quiet enough that the other tenants weren't bothered, but it drove me nuts.

If worst comes to worst you could anonymously mail them a broken windchime. They may get the message.

You say the chimes are 100 feet away from you? There must be a lot of them, I can't imagine that one chime 100 feet away would cause such a major problem.
