I, sadly, must agree with all you said, outside of the above.
The diagnosis depends on:
1. your preparation.(Government workers may not read)
2. The circumstances.(Government workers may want to do things FAST)
3. Dumb Luck.
4. The temperment of the "doctor".(Government workers may be highly strung)
5. The education of the "doctor".(don't get me started)
6. The compensation method of the doctor.(They may be paid more for a certain diagnosis, than another)
