No - a diagnosis is not a diagnosis until a person have been properly diagnosed.
Fo-Rum did not ask if a diagnosis was a diagnosis before it was a proper diagnosis (although technically you incorrect even here, since any diagnosis is a diagnosis, and there is no distinction between proper diagnosis and other kinds, either something is a guess about one's clinical/medical/health status, or it is not).
Fo-Rum is asking if people can have ASDs before they are diagnosed with one. I suggest the answer is yes, since otherwise there would not be anything to diagnose.
If someone has an ASD, then there are recognizable indicators/symptoms evident in their early childhood. This is true whether or not someone is diagnosed in child hood, or adult hood, or not diagnosed at all.
