Large metropolitan areas, actually. The city that didn't want to take the auto theft report was across the river from Washington DC, which at the time had the highest murder rate in the country. I didn't really blame them for not following up on the auto theft report, as I'm sure they had their hands full with violent crime, but I did at least want to have the report on the record.
I did get the car back by cruising around looking for it myself - I found it a few days later in the next neighborhood over. The window was smashed in and the interior somewhat cut up, but on the plus side there was some blood that indicated the car had gotten some of its own back.
