That's my best guess. I wasn't diagnosed until several years of private-paid care. Not sure about all medical insurance, but none I've heard of, will pay for psychiatry on a long-term basis. And the public health system won't send you to a psychiatrist unless you're building bombs and sending nutty letters to politicians.
