That certainly could be, but I think the main driver that develops gods & unseen beings is that "agency detection" phenomenon.
The hyper-arousal that protected men & women for centuries, effortlessly becomes a supernatural "thing" when the physical environment reveals nothing. Coincidence, fortune and misfortune naturally become attributed to the invisible "thing" watching you as a way of making sense of apparent senselessness.
Whatever is most important to the tribe becomes what the unseen overseer is responsible for. Step 2 is trial and error to see what coincidentally seems to appease the overseer. Step 3 is profit.
