She was discriminated against for having a disability. She has the dog because of her autism.

It would be the exact same scenario if a restaurant didn’t allow people with wheelchairs or an oxygen tank to be in the restaurant. “You can eat here if your wheelchair waits outside.”

By not allowing whatever has been medically deemed as necessary, it’s discrimination.

UPDATE:

The lawyers arrived at the conclusion that the RO broke the law and that I was discriminated against. Both I and the RO have now signed a contract which includes the following:
1. RO apologizes for the discrimination
2. RO pays me a compensation of 1000 euros
3. I promise to not publicize the name of the restaurant or pursue the matter elsewhere (court etc.) as long as conditions number 1 and 2 are followed
4. The RO will train his personnel on not discriminating against customers

Wow this is so great to see that a country like Finland can assure a certain level of respect for autistic people.

If this was the case in a country like mine (Italy), if I went to a lawyer I'd be having like 2-3 guys with a mafioso face outside of my house telling me to shut up otherwise they might beat me.

Clearly I see our countries are on two different levels, I'm very happy for you!
