Many people who meet the qualification for Autism and PDD-NOS also meet the requirement for other disorders such as mild to severe intellectual disability and dyspraxia.
In fact studies have shown over 50% of those with PDD-NOS and Classical autism have significant intellectual disability. Are these people actually given multiple diagnosis or are these conditions all considered to be part of their ASD or PDD-NOS.

Intellectual disability is a separate condition.

But if 50% of the people with A also have B shouldn't be B be treated as a symptom of A rather than a separate condition.

That would be assuming that B is caused by A, without evidence.
