I hesitated to send this, but when I saw the photograph and read the story, I almost wet my knickers laughing. "Norman MacDonald, vice chairman of the policy and resources committee, said the enclosure was the result of a communication breakdown between staff and the supplier." Monty Python could have written and performed the chain of broken communications that went from "The parents raised funds to help cover the costs of a safe outdoor area" to installing a steel-on-concrete cage.
