I think it upsets most people. I was speaking to someone onces and she put her finger to her lips and shhh'shd me. I'm aware that my voice gets loud sometimes, but still, I thought it was rude. There were people watching TV at the time and I suppose she thought I was being too loud for them, but if they had an issue they could have just said "Could you please talk elsewhere, we're trying to watch this."
But the lady had children so I suppose she just did what she was accustom to.
