Resources for people living in Republic of Ireland?

My friend there says "Ireland is a loo," which doesn't sound promising. Her brother is extremely low functioning non-verbal autistic, and she often has to physically overpower him.

It is wearing her to a nub, and it doesn't help that she has her own related issues to contend with. She has problems with adrenal glands, and she keeps getting disturbing seizure auras (though not actual seizures). Also, she thinks she might have a glimmering or two of autism.

She's fine most of the time and is a regular old rock, but sometimes she gets very, shall we say, overwhelmed, and on those occasions I'm thinking "JEEZ! WHAT DO I DO???" and kind of shaking my fist at the heavens.

So if there are any resources or services there, I want to make sure that she is familiar with all of them. Even if chances are she already knows, it can't hurt to verify.
