People with autism always have some delay in social communication (this is quite often in the form of a speech/language delay, but doesn't absolutely have to be).
People with aspergers cannot, according to the DSM-IV, have a speech delay.
Is you psych qualified to diagnose ASDs--seems to me that he should know this already if he is.

I think you should discuss with him that you are not wondering about classic autism, but about aspergers, and ask him if there are other reasons why he is not officially diagnosing you. If he is not
qualified to diagnose ASDs, even if he seriously thinks you have one, he cannot officially give you the diagnosis so you should look into that too.
