Can it be a form of stimming?

I don't see why shivering might not be a form a stimming, albeit perhaps a reflexive rather than conscious one.
If I watch a movie in the theater, I often will start shivering at intense moments without realising it. I think it's mostly because it's SO loud and overwhelming in there.
I rarely get the effect at home though. Just my two cents.

I do this too. I thought it was only me! When I am starting to get overloaded, I'll have a shiver down my spine (or multiple ones)I think it's a neurological thing and not a stim though. Just the nervous system freaking out from too much input. I can't control it and it's very unpleasant for me. Is this what is happening to you...or is it something that feels good and helps you relax, like a true stim?

I never used to get the 'shivers', but I've started to over the past 6 months. I'm still not certain if it's cold, stimming, or anxiety attacks.
