You're in the UK? There is very strong legal protection for tenants. Go to your local council with facts, dates, details etc. of all the 'bullying and unscrupulous behaviour'. If you feel that your landlord is discriminating against you because of what he sees as your disabilities then they have an added duty to protect you. If you're behind with rent they'll help you sort it out but, obviously, it's better if you've been able to keep up payments. All councils have a tenants' relations officer of some sort and they work for all tenants, not just council renters. The Citizens' Advice Bureau is another good place to get help. But unless your landlord is doing something clearly criminal then lawyers or police won't want to know (and even then...).
Yep, there's a greater preponderence of Asps in the legal profession. Essentially, it's not about shades of grey and peoples' feelings, and abstracts like moral right/wrong, it's largely about The Rules. They're easy to learn if you hyperfocus....
