woah, it's interesting that you mention this. I'm very far into learning a language (conversational, not fluent). I always struggle to translate what's being said to me on the spot; I know the words and their meaning, and there is no accent in the way, but it just doesn't absorb. I've never drawn the parallel to the same problem I have with English sometimes.
I'm curious as to what others say. I think I could be fluent, if i finally go abroad and am immersed.

I haven't become fluent in language learned after childhood. Far from fluent, I suck at speaking and listening, but can read and write ok. I hate learning languages, so disinterest probably played a role in lack of fluency.
