That person is a terrible cat owner. I would never dream of dumping my cat on someone like that. I'd only rehome my cat if I absolutely had to, and even so, I'd make sure to give them to someone who wanted a cat because they'd be more likely to treat my cat properly. Cats hate being rehomed - routine is extremely important to them - and so many people don't understand cats and treat the cat badly because they don't realize what a cat really wants or needs. (Ever seen the show My Cat From Hell? About 95% of it is people who have no clue how cats think and behave and then blame the cat for getting upset when mistreated.)
