Currently I can barely go to my kitchen and 'living' room without being overwhelmed with children's shouting... can only survive in my bedroom due to some wood that covers the entire window to insulate sound (and light - so effectively I live in perpetual darkness because of strangers' children) - that's the lesser of the evils, as when they start kicking balls there's no way anything can block all the horrible bass noises. Oh, and I came here to get away from the infernal noises of constant cars and trucks and whatnot too! It's like... I have no luck whatsoever.

Maybe try some earplugs to ease it a little.

Reminds me of my time living with my family.

I found that the bathroom was the quietest and darkest place for me, so I resided there a lot.

Noise ... A pair of good isolating IEMs should take care of that. The Head-Fi forum is where you want to look for good reviews.

I later moved into my own place at the first opportunity I got.
