Sooo I am a teen Aspie girl and I have a twin brother, by all accounts a "nerd". He is excellent at math and has a great memory, in addition, he looks like a nerd and has SA. He also has some repetitive movements, tics or stims, I can't tell, and one obsession with a card game. However, these obsessions seem to coincide with him being a teenager. Aside from some subpar organization, his executive functioning is fine, he's coordinated and used to do hip-hop, has no sensory issues, no fascinations with objects or routines he has to follow, and aside from SA, he's fine with reciprocity and nonverbal cues, he talks to people about his interests. We went on a school thing where he was socializing and I kept to myself.

He always was bad socially, both our parents have had issues socially, yet I am the only one who qualifies for Asperger's.

Anyways, if my brother has some traits, but does not fully qualify, is he NT or not? Thanks.

No one here is qualified to make a diagnosis - Aspie, NT, or whatever - from second-hand data. You would do well to seek a diagnosis from an appropriately-trained and licensed mental-health professional. We're all just a bunch of amateurs here.

Based on what you wrote, it's quite possible that your brother is within the Broad Autism Phenotype (BAP), yet might not be diagnosable with autism per se.

Many people within the BAP exhibit autistic-like symptoms--yet, mostly, they are subclinical symptoms.

If one family member is disagnosable with autism, it is more probable that another member of the family will be within the BAP, yet is not diagnosable with autism itself.

As Fnord stated, and has stated numerous times, the only people really qualified to determine if a person is autistic is either a clinical psychologist with a PhD, or a psychiatrist.

Part of the reason I think he does not have Asperger's is that he did see a therapist for SA for a while, who never diagnosed him with AS, even though at a glance he's like a stereotype... So I think he most likely does not have it, but that is an imperfect reason.

How is he doing in school?

How are you doing in school?

Don't let your Asperger's/autism, SA, or whatever interfere with accomplishing stuff in school.
