Ideally, parents and administrators are socially obliged to prevent bullying, even when it is not explicitly reported.

Since they are empowered, and presumably-intelligent, negligence is a matter of choice.

I felt that Molyneux never particularly gets to the point of exercising executive function, against said bullies; that is the proper role of the authorities.

He is mainly dealing on the level of assigning blame.
