Can providers refuse to release records from other sources?

This is in the United States. I am trying to get hospital records from 1998-1999. My psychiatrist during that time has recently said that he DOES indeed have those records, but he will not release them to me. He says I must get them from the hospital directly.

Why this is a problem: The hospital says they don't keep records more than 10 years, so they don't have them anymore. My psychiatrist appears to be the only one who still has those records.

Can I demand my psychiatrist to release the records from 1998-1999?

You should be able to; those records are legally yours.

I find it strange that you had to ask the hospital, when I tried something similar, it went the other way around: the hospital needed my express permission to request my records from the psychiatrist.
