1) Yes, to a certain extent. Much of the NT world seems silly and pointless to us, and we (or at least I) have little talent at faking concern.
2) Often, we are unaware that there is something for which we should feel empathy. So... we would, but we don't.
3) Then there's the fact that NTs have as much trouble-- probably more-- reading us than we do them. Remember that there was a serious question for a while as to whether we were capable of loving someone... because they weren't seeing evidence of it.
