I am not sure exactly where you went wrong either.
This is one of those situations where the people involved seemed to have created a provisional (meaning non-existent before and might change again later anyway) rule between themselves using implications which I always miss.
How are you supposed to keep track of information that is never directly stated and is constantly fluid?
