When I talk to people or even just doing everyday things in public,its also difficult to make eye contact.
I never know where to look, and it makes me self conscious.
Any tips on what to do in these situations?

Me too. Wearing sunglasses helps as then they can't tell you are NOT making eye contact! I've read that focussing just between their eyes is worth a try. I find eye contact so intense at times it literally feels like their eyes are burning into my soul. It's especially bad if i am talking about anything personal, or a topic I'm struggling with.
However I have made progress over the last year or so and am getting better at it. Sometimes tho i suddenly realise mid conversation that i clearly HAVE been making eye contact, then that thought distracts me and I can't concentrate on what I'm saying because I'm then too busy thinking "ooh eye contact"

I look at their nose. I think that passes as eye contact. Very few people I can look directly in the eye.

I don't have any tips because I have the same problem, mostly when waiting at the bus stop. When I'm standing at a bus stop and people are walking by (towards me) I don't know where to look. I like to take heed of the road ahead for the bus, but when people are coming towards me their eyes cross my line of vision and I end up making unwanted eye contact. Or even if I'm trying to stare past them, they still think that I'm looking at them and they stare, I can feel it.

I do similar but try to look at one of their ears. The other person can't tell that you're not looking them in the eye so you get away with it.
