It means a parenting situation where adults share the duties of parenting a child.

There are many autistic people who are parents who actually parent. They take care of their kids.

Why couldn't they :?: It's perfectly legal for autistics to marry & have kids as well as remarry. The hard part(for lots especially most who post in L&D) is for an autistic to find someone willing to marry them thou. We also tend to have a harder time raising kids or we don't want kids but lots end up having kids.
