It means a parent who neglects parental responsibilities and does not pay child support.

I wouldn't say so. Pot heads and alcoholics, maybe.

In my humble opinion, responsibility or lack thereof has nothing to do with autism.

No, I know of NTs who are neglecting to their kids and don't pay child support, etc. In fact it seems to be so common nowadays, especially among the chavvy types.

I think that some parents(but probably a small number) become very frustrated of their kids autism issues & the parents get so frustrated they give up. I heard of a study that three fourths or at least two thirds of parents who have autistic kids are divorced. The study implied it was due to raising autistic kids.
