I've finally figured them out.

1. I can't think of anything good to talk about out. (at least, nothing that the other person will potentially get uncomfortable with)
2. I might annoy them. Another friend of mine suggested I talk to friends on a daily basis, but I feel that that'll just make people want to keep away from me even more because I might seem obsessive.
3. In the case of a group situation like a club hangout, I'm afraid that they won't appreciate me interrupting their conversation, even if what I said was relevant to the topic of their conversation.

How do I fix these?

What sort of club do you hang out in?

I didn't socialize for years because of my accent and it's not exactly a Cockney one, let alone British or even Canadian for that matter. That was when I was in grades 9 to 12. High school kids are nasty.

So you understand some aspects of the problem. Are you motivated to socialize and fail at it, or do you fail at it and are also not very motivated?

I find ability to talk after observing another person, or telling another person something about myself, and they start talking about themselves as well, and I carry that conversation forward by leveraging off the things they told me. I'm not motivated so I really only employed this with one person, it works, at least for a while. The long-term problem of that is that conversation can only last as long as that person wants to talk about themselves, if you're not able to find relatable things to talk about that conversation will ultimately be doomed.

I made attempts to socialize in high school. My intolerant peers would just push me aside instead of making an effort to understand my words or even get to know me. Those were actions made by my typical peers in my regular classes. I found that the kids in the resource room and the segregated Special Ed class down the hall were more tolerant towards me.
