This person who claims to be a psychologist told me that I don’t have learning disorder. How can he say that if he does not know me at all?

I have a severe case of Dyscalculia and mild Dyslexia tendencies.

Perhaps it's just a different use of words. Learning disorder / disability / difficulty. They may consider learning disorder to mean low IQ which it doesn't sound like you have? They might instead say you have a learning difficulty (the way I have heard dyslexia, etc. described where I live).

My old records said that I have Borderline Intellectual Functioning, but my IQ could be 100 and just have a severe Learning Disorder that hinders what my true intelligence is.

You remind him of someone else, and that's all he had time for in his job.
