Is my niece likely to be on the spectrum because...
....she completely loses it if her stuff has been moved?
She had a screaming fit this morning because my mother/her grandmother moved one of her bags.
Should I be concerned?
Though she is more loquacious than I am, there are elements of her that remind me of myself. She can seem rather 'flaky' and it seldom strikes me that she is paying attention to anything other than her interests. I believe we both might have an inattentive form of ADHD.

Aversion to change is just one symptom... if she's otherwise 'normal' in behaviour (I mean no offense by the term 'normal', just don't really know how else to describe it) I would suggest no.

Too often, people say things they don't mean, and mean things they don't say.
It all depends on other traits as well. You have only described one or two traits.
We are not able to diagnose on this site but we can share what sort of things to look for. Also remember that no two people on the spectrum are alike.
May I suggest to do a little more research to see if she shares other traits as well, and if so, to then see a doctor so she can be put on a list to be assessed. The good thing is that in general the closer to London one lives in the UK, the shorter the waiting times to be assessed, and I ready you live in Kent, so that is one of the areas with the shortest waiting times.
I have a niece who I am sure she is autistic, but her Dad (My brother) does not see it so there is nothing I can do until I am assessed and hopefully they will then look down the family lines.
