California mental health laws

I found this while looking for some other legal stuff and thought it could be useful here. I've heard a few people talk about things that could constitute violations of these laws.

with all the stuff we hear about californians dieting and power exercising, and taking their plants/soft furnishings to a therapist, etc., etc., it occurs to me that all californinans are mental, anyway.
