It depends on a lot of factors, including how many generations back the cats were living with humans and what the kittens' earliest interaction with humans was, also how the kitten sees it's cat mom interact with a human for the first time, if at all.
Research has been done on this and I have also seen this in feral cat colonies. There used to be a huge feral cat colony here. People used to feed them and many were friendly, some were wild. My sweet kitty came from this colony (which has been displaced by gentrification.) Now I know of another small feral colony. Last year's batch of kittens was friendly and allowed themselves to be petted, and now a couple are pets. One of those kittens had babies this summer that are
wild. They come to eat when they are fed- but they will not allow themselves to be touched.
