College being difficult about exam refund

Some of you might remember a thread I made a week or so ago about my college and how I only managed to attend one day before they withdrew me due to my lack of attendance.

During enrolment, we were made to pay £100. This was for "exam fees". I assume, as it says, that it's for the exams I would have been taking next May-ish had I stayed and completed the course. Since I havent, and won't be sitting any exams, I feel it's not right for them to keep this money, especially since it was mostly the college's own fault I left in the first place, as they did not give me the support I needed, and were completely unconcerned about my needs.

So, my mum got on the phone about 4 days ago to the head of faculty about it, and she said she'd have someone phone us back about it. No one did. So my mum phoned again today to ask again for a refund. The person on the other end said that I would need a doctors note, which is fine, I can supply that, but that even then, she couldn't guarantee a refund. Again, she said she'd phone back, and so far, out of the 3 times someone has promised to phone back, they never have, so I can only assume she won't either.

My experience with this college tells me that they're either going to refuse to give me a refund, or make it very difficult for me to get one. I feel it's only fair that I be given a refund as I went only one day, literally. I do not think it's right of them to keep my money when I did not sit any exams, won't be sitting any exams, and left after one day of attending, due to the lack of support I was given.

Basically, what I want to know is:

Do I have a right to a refund?

And what would be my next plan if my college refuses?

If you do not attend that class for a semester, you have a right to withdraw for a full refund up to a certain date. Check that out. It's October and the cutoff is coming soon (In my school, if I wanted to withdraw I could do so for a refund, but I don't).

Oh, you don't live in the US (because here I know, I been through this, but not from school). You will see a lawyer (or advocate as they call them there).
