I go for a walk with my neighbour and he was telling me he got a $170 fine because it was dark. He drove out of the carpark (it was well lit) without his lights on a mistake we can all make. A cop pulled him over and gave him a fine saying it was "illegal". IMO sure it is illegal but given it was a mistake and not deliberate, no one was hurt and he hadnt gone far and like he said if he followed the cops long enough you would probably catch them too. They could simply have either flashed their lights, pulled along side him and said your lights arent on or pulled him over and said "excuse me sir do you realise your lights arent on" he would have put them on. I dont think cops do themselves any favours when they do stuff like that

Yeah, one night I was driving on a well-lit street when a police car coming in the opposite direction just blinked his headlights on-and-off at me, the same as any other motorist would to tell you your headlights were off. He didn't hassle me, he just helped me out.

That cop who gave your neighbor a ticket is a little man with a little power - a jerk, IMO.
