I would agree with up to the galaxy level, but at the cluster level it doesn't appear too much like spinning (more like colliding periodically.) If the universe were to be spinning it would require a center. Quantized redshifts indicate a galactocentric universe, but that is thrown out as it violates the Copernican principle.
